Perfectly tuned BMS, still cold.
You can have a perfectly tuned BMS and still get temperature complaints all winter.
I was recently engaged to give advice on exactly this. If your diffusers aren't effectively mixing air into the space, the warm air sits up at the ceiling and the floor stays cold. People complain, and it all lands on the FM. You can burn OpEx chasing a fault that was never in the controls.
It keeps coming back. Someone blindly adjusts a setpoint, it quiets down, then the next cold snap it's the same desk, same problem. Year after year you're paying to diagnose something nobody's looked past the controls to find.
That setpoint on the BMS isn't free either. Most of that additional heat resides near the ceiling, not the people. More energy, more wear, more impact to your NABERS rating.
Stratification isn't a controls problem. It's an air movement problem. No setpoint change 'fixes' it.
This one got fixed by getting the mechanical contractor to address the issue specifically, at no cost to the client as it was covered by warranty.
